Correct way to install this flat EPDM terminal

Hi

can someone offer some guidance as the best lapping arrangements for this Ubbink OFT/5 flat roof terminal? Does the included “skirt” stick to the EPDM via contact adhesive and left exposed or does it end up below a layer of the elastiform type tape like in the second image? Does the aluminium part stay exposed or does the tape need dressing up to that too?
