cost of replacing an electric boiler

I'm a new home owner and I am looking for information on what a reasonable quote would be for certain jobs. I think the boiler needs replacing. The boiler is electric and only heats water that comes out of the taps. The shower and electric heaters are all on seperate systems. It has two elements, one economy 7 and the other an on demand heater. The insulation is damp around the economy 7 element, it has been like this for a year and hasn't got any worse or any better. I believe a boiler of this type would cost ~£400 is this accurate and what would the approx labour costs be.
