Has anybody fought a PCN issued by the council for exceeding the time in a pay and display car park on the basis that the charge is excessive?

Why is the charge many times larger than the council's actual losses (ie a few quid for the additional time)?
 
Thanks for the info. AFAICT, that refers to a parking charge notice. This case is not private land so not a Parking Charge Notice.
Issued by council, penalty charge notice. £50 reduced to half if paid before 14 days.
 
It won't be a "fine", if it is (it says it is) then fight it as AFAIK only courts can issue fines.

And by all means, fight it, go check out all the parking signs, the markings et all as they are often incorrect and ISTR appealing against them will often leave the council dropping them as it has not got the resources to fight it. Peppipoo is IMHO your best place to learn about it, search on the site as others may have had the exact same issue where you were.

Parking charge notices are invoices, penalty charge notices are backed up by statute.. Traffic Management Act for example. £25 is perfectly reasonable under either. Obviously if there are reasons it should be cancelled, then fine, but if its simply the fee that is the issue, you wont get anywhere and I am 100% sure it will cost more than £25 to fight it.
 
I remember Tommy Cooper telling a joke years ago about an indignant businessman who engaged a lawyer to fight a parking charge. The lawyer said "All sorted, you bill comes to £100” “Great, said the businessman, what happened?” “I paid the £2 fine” said the lawyer.
