courtyard surface

My son lives in a small block of flats with a flag covered courtyard at the rear. There are two trees in the courtyard which have gradually grown to about 60 feet and the roots are making a huge mess of the flags, lifting and cracking, leaving gaps in other places. It is a conservation area so touching the trees is not allowed. Any suggestions about how to re-lay the flags or a new surface which will be less susceptable to root disturbance because it will have to done sooner than later as it is getting dangerous in places. coll - how about cast iron gratings. They come in large diameters, divided into segments and with a 'hole' in the centre for the tree trunk.
 
:idea: is it not the landlords job? (unless your son IS the landlord)
My son owns the flat as do most of the other residents so the courtyard and building is their responsibility.
Thanks for the answers so far. Breezer when you said gravel did you mean loose or a compressed type. Col
 
loose because as the tree grows the gravel will move.

i was thinking of your post today as i parked next to a tree in a carpark, it has the iron grid things as mentioned, trouble was the tree is still growing an at first i thought the grid things were broken, there wern't, its the tree roots growing thicker made the grid thing come apart at all 4 places
