Isn't it rather funny that BG have spent fortunes on an advertising campaign which uses a penguin? When they are widely known to be able to survive prolonged, sub-zero temperatures!
Can someone please advise on this? Here's a pic of the boiler set in the wall and for the life of me, I don't understand the significance of a electric fire front. Why and how can that be essential?
if you look at page 7 of the installation instructions it clearly states that it MUST be installed with a selection of fires, while I agree with what you are saying we can not over rule a manufacturers instruction
But it also stated elsewhere in the manual that the boiler is “room sealed” but seriously, what does a firefront which is plugged into a socket and sits in front of the boiler achieve? Is there a logical explanation to this?

TBH, this could go on for ever, and is, frankly, boring. Ian has answered the question, and you won't get a "better" one: ie, one that suits you. The best you can do is write to Baxi and ask them. If you get the "right" answer, please let us know. Otherwise, do what you want - but be prepared for grief if you have a gasman visit.
Ultimately, as others have said, it comes down to what Baxi will allow and it may be that "special permission" "could" be granted to a Gas Safe Engineer but unlikely to a layman!
My own logic on this MI would be that, by fitting a fire front, this becomes part of the appliance and therefore, any service or repair engineer attending the installation cannot refuse to remove it to access the boiler on the grounds of it being "inaccessible".
With no stipulation in the MI's, all manner of concealment could (and would) be employed and many organisations (such as BG) would be walking away from service and repair visits, refusing to disturb decor!
