Cover outside drain and waste

Nope, that would be pointless. You can buy cheap, plastic, drain covers, which can be trimmed to be a close fit around such things. That would at least make it tidier looking. and easily removed for inspection.

The concrete ground level has been raised since the gulley was installed - you can just see the rim of a gulley hopper below the waste pipe outlets.
Clear the obvious debris from the hopper, and cut back the pipe ends to allow you to reach down into the hopper to clean it out, and then install a grating over the hopper outlet.
To sort the various pipes into a neater arrangement might need a handyman?
