Cracked and flaking render on new build

Building work finished on my bungalow in January 2012 and around that time the builder completed smooth render on the whole bungalow. Since then areas of render have cracked like mosaics or flaked and peeled off. The builder said this was caused because we hadn't painted it quickly enough. I'm no expert but that seems like he's not taking responsibility for poor workmanship. He has since come back and agreed it hadn't bonded and he re-rendered one wall about two weeks ago but it still looks awful. Patchy and uneven. One area he redid wouldn't bond at first but he eventually got render on it but it looks awaful. I've lost confidence in the builder to do this job right. What is the best approach to re-doing the render? Is smooth render the problem?
