cracked floor levelling compound

The builder has levelled our concrete kitchen floor. First he painted is with a bituminous waterproofing layer, then a couple of days later poured the levelling compound. the levelling compound has now cracked quite alot and lifted in places. I presume this is not normal so do I need to get him to take up the levelling compound he has poured and re-do it? or can I lay ceramic floor tiles over this?
 
the floor SHOULD now look nice and flat and non cracked.

this obviously is incorrect it needs to come up, get your guy to take a look at his methods, what products he is using wether they actaully are meant to go together.

do not tile onto it untill it is almost perfect!
