Cracked Render

Dear All

My property has similar problems to here with the render (horizontal crack at first floor height) with water penetration which is then findings its way into the house through the ground floor windows.

Builders advice to date has been -
1. affected render will have to be removed and the brick course underneath it taken out and replaced as this will be saturated. ; and
2. will have to replace concrete lintels above the ground floor windows with catnic lintels. (When the windows were replaced by previous owners) the concrete lintels were retained with angle-irons going from the lintel to the soldier course above the window - which has been sealed up rather than let any water run out . In addition to this the DPC running from the interior wall to the drainage point above the window is ripped.

Suppose what I am trying to understand is:-
1. would the brick course under the render have to b replaced?
2. would the contrete lintels above the windows have to be replaced with catnic lintels or would it be OK to leave in place and repairs the DPC
