Crooked Up and Over Garage Door

Our (Merlin) garage door has dropped on one side and is now at the point where it's almost impossible to shut as it scrapes on the concrete plinth at the bottom. The frame is old and not the best but it doesn't look to have moved so presumably it's the door mechanism itself. I have noticed that the cable on the dropped side has some slack in it when the door is closed but the good side is drum tight. Is this just a case of replacing the cone and cables or is it likely to be more involved than that?
