This suggests that the timber needs to be dry and I was wondering how dry it needs to be? With winter setting in, we are getting rain every few days. Can I proceed if the timber appears dry or is it possible that it still contains moisture and this will become problematic?

You would be better using decking oil, the stain I have always found to fail very quickly.
