Cutting back a Honeysuckle

Hi all, have a Etruscan Honeysuckle, three years old has been moved once in that time. It has six main shoots about 12' high, very spindly, and a few very short ones at the bottom, it is situated on south facing wall.
My question is should I cut the longs ones back, how far back and when should it be done. Also when should I give it fertilizer. Thanks for your time.
