Cutting irregular size holes in wood

How can I cut a 40mm and 30mm hole in a piece of wood without an exact-size hole cutter? The hole cutters I have are 32mm, 38mm and 45mm. I only need to cut one of each so I don't particularly want to buy new cutters!
 
I take it you cant cut it oversize then?

Cut the nearest size and file/rasp it out to the required size?
 
what exactly are you making that needs holes that exact
no clearence required!!!
