Cylinder boss problem !

Just been called by an ex trainee who was going to fit a first time immersion for his landlord today.

The golden cylinder has the boss brazed onto it but the cylinder has not been punched or drilled out in the middle.

Why were cylinders ever supplied like this?

I have advised him to drill successive holes to open it up. Does anyone know a better method he could use with minimal tools?

Only done one, used a 1/4" wood chisel. Avoids a pile of swarf. The copper there is soft due to having been brazed.
