Daft situation requres daft question!!

Moved itno a house a few weeks back. The house is of 'no-fines' construction also known as 'wimpy'. When I try to attach shelves to the walls they fall down. The walls have plaster covering a load of little stones held together with concreate. I have tried drilling this with a wired massionary drill with hammer action and a nice new sharp massionary drill bit. I can drill through the plaster no problem but as soon as i hit these little stones the drill wont go in any further.

Any ideas?
