Damaged Pebbledash

Can pebbledash deteriorate and let through dampness? I had a porch built several years ago but discovered dampness on a small area of the interior of one wall last year. The original builder suggested it was being caused by a rotten section of guttering and this was replaced. While everything seemed ok, over recent weeks the same area is again showing signs of dampness, but there’s nothing obvious by way of damage to the pebbledash. The roof is sound, so I’m wondering if despite appearances the pebbledash is needing replaced?
 
In a couple of places, but nothing extensive and no damage on the surface.
