Damp garage wall due to public footpath

There is a public footpath which has been tarmacked right upto the side of my garage wall, when it rains water rests against the garage wall and then creates a damp wall and floor inside the garage.

I'm guessing that since it's a public footpath there's not much I can do on that side of the garage (apart from maybe contact the local council who is responsible for that footpath? Not tried that yet. I'm in the UK).

Is there anything I can do inside the garage? I'm thinking not as I'm guessing any attempt to block the damp coming in will just make it escalate further up the brickwork and just come through at a higher point? Possible damaging bricks and mortar as it travels ?

Garage is standalone, single brick walls, don't see any kind of DPC.
 
Without dpc rain can penetrate regardless of outer tarmac. You could blackjack the internal lower wall to slow penetration.
