Damp in external walls

I live in a 30s semi with solid brick walls, which are pebbledashed and painted, There is some water penetration. To overcome this, I need to know my options, please.
Do I Repaint the existing surface; Strip the pebbledash and replace with smooth screed or wallcoating; etc?
 
You need to post more information. Pebble dash should be OK if it is sound with correct detailing. Water penetration through it is not usually a problem when it is in good condition so perhaps your "water" is getting in elsewhere.
The best thing to do is to post photo's of the inside walls where the dampness is and to post photo's of the same wall outside.
 
Look for any cracks in the render which may allow water in, or any leaking gutters.
 
Thanks for your tips. I cannot see any obvious cracks in the pebbledash surface though there may be hairlines. The pebbledash is over 30 years old and has been painted over in the past.
The damp penetration is in the vicinity of the windows. Previous double-glazing was completely replaced a few years ago, so maybe the previous was allowing some penetration around the frames.
 
Around windows are two probable causes in your situation. With painted pebble dash the water can literally cascade down the surface and enter at any point not sealed. So it the pebble dash to window joint is not sealed there is a point of entry. The next issue is it is quite common on older properties to have cold reveals around the inside of the windows due to the materials and way they are built. Cold surfaces as such are often places you will get condensation so that is possible.

Photo's of the window to pebble dash joint as well as internal reveal photo's would help further.
