Damp on walls in upstairs Bedroom

This my first post so bare with me please. I have a bedroom with two out side walls which suffer from damp staining and mould. I intend to remove all the plaster which seems to be very old and about 30mm thick. I have removed a small square exposing brick with not very secure mortar. I would like to introduce some insulation to these walls as they are normally very cold to the touch. Can I have advice on how best to approach this. Dry Lining? Thermal Board with Air gap? Thermal board no air gap? Solid insulation + Plaster board? Dot and dab? Any advice will be much appreciated :D
The house is victorian built in about 1890.
