Damp patch unfder airvent

I recently had my 2nd bedroom skimmed and there's a patch underneath an air vent/brick that doesn't seem to be drying out. its been 3 weeks. The patch is probably 2' wide by 1' tall about 7inch below the vent.

I took the air vent cover off and removed wooden boxing and found the 2 courses of bricks very close together, maybe 8mm. In the gap was sediment that felt damp to the touch.

I can think of 2 options
1. seal the air brick
2. remove a section of plaster take 1 or 2 bricks out and try and remove all the sediment.

Anyone had this before or know what to do?
