damp seeping under frame of front door

I've just bought a 1970s house to do up and discovered a line of damp just under the frame of the upvc front door. On closer inspection, it seems as though the damp course of the house is virtually at ground level and this may be the problem. Inside the hall - which is concrete - I can just see the edge of a bituminised membrane running along the frame of the door. The damp is under this. The rest of the hall is dry. I'm not sure what to do about it. I was thinking of replacing the whole door unit with something more aesthetically pleasing, but it occurs to me that even if I do, I may still have the same problem. Does anyone have any ideas, please? I know that normally damp courses are two bricks up and the ground floor is laid above this. That's not the case here. The house is three-storey and all that's on the ground floor is the garage and hall, but it smells damp in the hall and I don't like that. Thank you.

Best to replace the upvc door with solid wooden door for security reason and then you will be able to investigate what is missing or put right
