Damp stone wall dilemma - Differing advice - Please help!

I don't really think the cement fillet is a satisfactory option for diverting the water away from the wall, it may help a little but its far from ideal. If he water is not going to a proper drain then you really need to install it. An Aco channel would do the job if you wanted a quick fix.
