Damp through concrete, what can I seal it with??

The concrete floor in my house has damp coming through, it doesn't appear to have any DPM. The floors need 5-10mm levelling also, I was advised by a builder that it would be best to Asphalt the existing floor which will damp proof and level at the same time.
Can anyone tell me, is this good advise? I would like to tile over the floor afterwards, is it possible to to tile over asphalt? Is there a different (better) equally cost effective solution to the problem than Asphalt?

Ok, whilst waiting for a reply (I've had a while!!) I've been researching the issue and come to the conclusion that I either
1. use an epoxy resin
2. Asphalt
3. use some rubber type matting on the floor to stop damp coming through, like Oldroyd xs.
4. Rip the whole floor out and relay with DPM (although trying to avoid this option if pos.)

Does anybody know which would be best? If I use the matting option does there need to be somewhere for the moisture to drain to?

Google F Ball and call the tech department. They'll tell you what to do and which products to use.

Go with asphalt, cheaper, less hassle and yes you can tile over it. You will still need to go over the asphalt with levelling compound.

Thanks for the responses both, I think I'm going to go with the Asphalt option, fingers crossed it does the trick.
