Damp wall below sash and sticking door

Got a sash window and there's damp below the window on wall. The wooden sill of the sash is rotten. Any suggestions to reduce this?

Got a sticking external door. Think it's sticking at the top in the middle. Don't think I can plane it all down in situ due to part of it to close to ceiling. Hand sand part of it? Don't really wanna tske it off

Repair/replace the rotten part and fit a drip bar to keep the rain from tracking back.

Photos are very poor , does the sill overhang brickwork?
