DANFOSS HSA3 Actuator heating problem!

We have recently had a new Danfoss actuator fitted - we now have heating back but ONLY if we turn on the hot water - the heating will not 'kick-in' independently!! - also the thermostat has no effect whatsoever - the only control is from the timer box alone. So, basically the only way for us to have our heat on is to have the water on constantly - then at night we have to turn off completely from the timer box.

If the heat is switched off it will still come on as long as the water is heating up! - very frustrating - any advise much appreciated! thanks
