de dietrich dishwasher not rinsing properly

Strange, seems reasonable on the bottom level, but the top level often has residual lime-looking bits on the dishes and glasses.

Any ideas?
I have taken out all the removable plastic parts inside the machine - the arm and everything to ensure they are clear inside to allow for easy water flow.

I don't know the machine, but is the top arm rotating?
