Decorating chipboard

I have a room which was decorated years ago with very thin foam insulation sheet, Anaglypta-type paper, and then painted. I am removing all this down to the bare plaster which I intend to paint with matt emulsion.

However one wall is clad in chipboard. When the old decor is removed the joints are obvious and the surface has a rough texture. I don't want to replace the chipboard unless absolutely necessary, and lining it with plasterboard would give me all sorts of problems.

Is there anything that can be used to skim directly onto chipboard to give a smooth finish prior to painting?
 
Fill the joints and two layers of lining paper...first one 1000 grade second 800 grade
