Of course plumbers always seem expensive. Why? Because people generally engage them only when something goes wrong. Faults are generally unplanned, so the expenditure is unplanned, so it always seems expensive.
The solicitor comparison is fatuous, since they don't work as many hours as plumbers do on each single job, and they don't earn the £200 pounds per hour (that you've quoted) every hour of every day.
As for availability, there aren't many plumbing systems (in the winter) with spare/unused components, so when something goes wrong it's bleeding obvious that people will want it fixed asap. And since the government insists that there aren't enough plumbers available for the work needed, how is it a surprise to you that there's a perception of unavailability?
