Digging up old quarry floor tiles

This is my first ever post on this site so please treat me gently! I live in an Edwardian semi that has the original quarry floor tiles in what is currently the kitchen/breakfast area/utility/toilet & coalshed. We have been informed by builders that they are not laid on 'proper' foundations.

The tiles in the kitchen/dining area are ok and other then get them cleaned and resealed we are going to leave them. However the tiles in the utility & toilet area are in a really bad state and the floor is very uneven - as such I would like to replace them.

Would it be possible to dig out this area and lay proper foundations and insulation without it affecting the kitchen area. The rooms are seperated by a wall & door. I would also like to lower the floor in this area as well as the ceiling height isn't great. Any advice would be greatfully received.
