How is permitted development area measured for extensions, porches, conservatories etc? Is it roof area, external ground area, additional area built, internal area created etc? We have a few areas like ground floor balconies which are part of the house footprint but not part of an internal room. Under PD, is it the area of the red box (new walls) or area of the newly enclosed space that is calculated? On a separate note, is it possible to add patio doors to balconies? I see many people doing it but is it legal?

PD has different measurement criteria for different works, so can be volume, area or dimension depending on what the additional development is.

See the technical guide on line

Area is the footprint, so is measured externally, and is additional to the existing footprint of the house, so does not include any existing recess.
