direct-to-earth flooring

Hi Everyone
I have a direct -to-earth quarry tile floor in my kitchen.There is no damp proofing, apparently the tiles are meant to breath. However, they are very badly worn and unsightly and I now want to cover them with some form of cushion flooring. The problem is that if it is covered even partially, damp (mold) appears within a few weeks. Would it be best to dig up the floor and lay concrete with damp-proofing or is it possible to cover the tiles with
damp-proof layer before laying a new covering?
Furthermore, if I damp-proof the floor itself will any damp find somewhere else to rear its ugly head , e.g. the kitchen walls etc.
Any suggestions would be very welcome.
