Discharge of Conditions & Informative

Hello,
I am hoping someone can help me...

I have planning permission granted for a new house, the planning permission was granted with several conditions that were required to be discharged before starting the development.

I submitted an application for a discharge of the conditions:
DETAILS REQUIRED BY CONDITION 3 (HARD AND SOFT LANDSCAPING
DETAIL) AND CONDITION 4 (RENEWABLE ENERGY AND CONSERVATION
MEASURES, AND SUSTAINABLE DRAINAGE AND WATER CONSERVATION)
ATTACHED TO PLANNING PERMISSION X/XXXXX/XX/FUL

The application for discharging the conditions has been granted, but the following informative is attached:
INFORMATIVE
You are advised that the information that has been provided and hereby
approved under this application does not approve any details in respect of
renewable energy and conservation measures.

Does this mean I did not submit enough information? Should they not have requested more information from me if that is the case. Do I now have to submit again and wait another 8 weeks for a decision?

In the original planning decision, what's the 'Reason' given for condition 4?
 
This is the whole paragraph:

Notwithstanding any details submitted as part of the planning
application, prior to the commencement of the development hereby
permitted, plans and details showing how the development will provide
for renewable energy and conservation measures, and sustainable
drainage and water conservation shall be submitted to and approved in
writing by the local planning authority. The approved measures shall
be provided before any part of the development is first brought into use
and they shall thereafter be permanently retained.
Reason: To ensure the sustainable development of the site in accordance
with the aims of adopted Core Strategy Policy CS29
 
Yep. Clear as mud. I think I'd ring up the case officer and ask them to clarify.

Thing is, that should have been done that before anything was submitted, to ensure it's known what they're expecting ......

Using a telephone seems to be some kind of lost art for some people these days.

I have spoken to them and they have re-issued the grant without the informative attached.
I am assuming they overlooked the details in my application and have now passed the deadline. So they had the option of grant or refuse.
