Discolored render wall

Hello-

We had an old brick garden wall rendered and painted as part of getting our driveway done in December. They did a crap job painting so I applied another thick coat of paint (Dulux weathershield masonry) in Jan but after a couple of weeks these marks came back. Should I paint again? Apply some sort of seal? It’s black paint.
