Dishwasher not hot

Our diswahser - Bosch sgs8812/gb runs through the whole cycle ok, but doesn't get things properly clean. It's not that the water stays cold, it just gets warm. I've taken the whole thing to bits and tested the heater which, from what i understand seems ok (testing with a digital multimeter it gives a reading and then goes to 0). Just to confirm, yes it's connected to cold fill.
Any suggestions as to my next step?

I would not expect it to run if the water does not get to temp.
Have you checked all the spray arms, ie not blocked, rotate & are getting the water, check seals. where water enters the spray arm assy.

Seems to run ok, water gets into the system and MOST things get cleaned, but not greasy stuff eg butter on knives, and as i say it seems to get warm but not hot.
