I have recently had a room replastered, going over the existing to give a smooth finish, however one wall has bad distemper and the plaster just fell off the wall even after beinf PVA'd twice!!

Is there anything on the market that will cover over the wall and allow the plaster to stick without too mush trouble??

Should I knock of the existing plaster coat down to the sand cement render and coat this with PVA Anti distemper coating before attempting to replaster the wall or does it all need to come off.

This would explain the abundant use of sand textured paint throughout most of the house!!!

Any help gratefully recieved.

If you can't get the plaster to stick then it's got to come off.

Distemper is a disease in dogs, not render.
 
You can try to wash the distemper/limewash off but it is messy job requiring lots of water.

Zinsser AllCoat will require one coat, erm... as the name suggests. This will be fine for painting over but I guess you will need PVA over that prior to plastering.
