Hi

Can i use ditra matting on top of moisture resistant chipboard 18mm.

What preperation would in need to do ??

Is this a floor? Do you propose tiling it? Chipboard is the worst possible tile base you could imagine & is unsuitable if you want your tiling to last; you will also have a problems with adhesion. If you give more details about what you are proposing, I can give you more detailed advice about what you need to do.
 
ditra matting wont help as far as tiling on a wooden floor goes - its function is to act as a de-coupling membrane to stop problems caused my lateral movement - an example would be a surface made up of two different substrates to stop the floor failing at the joint between the two types of floor.

If the whole floor is wood, then better methods are available.

to answer your question i'd usually say no - mostly because nothing sticks to it and its a crap substrate
