diverter valve

A couple of days ago i had a problem occur on my heating system that when i switched on the programmer for hot water it also heated up the rads so i replaced the 3 way valve by the cylinder thinking it would solve the problem. filled system back up and switched on hot water same thing happened any advice please.

More info on system, heating controls etc would help us....but a stab in the dark would be faulty heating controller.....
 
sorry about info it is a fully pumped system with an ideal classic boiler h/water cylinder with 3 way valve and cyl stat, thermo stat, programmer

i assume the pump is fitted below the diverter.
feel the pipe leaving the valve to the cylinder presumably its ouch.
is the other pipe going to the heating just as ouch.
is the lever back in the spring return position ie hot water position.

I bet it's always been wired incorrectly and you've only just noticed :)
