Do I have a major problem on my hands?

looks like damp concrete to me but there is no scale.

Please take another photo with a hammer or a coin in it to give scale. And a wider shot to show what's around it.
 
Well that is as close as I can get as I don't have direct access yet :( but the mould in the picture is just a bit bigger than a 50pence in diameter and about 2cm high. To the left of the picture is some brick work which will be the fire place, that is all that is around it, its just an open space. There is adequate ventilation, because when the put your hand or face by the vent block that you peer through, you can feel the airflow coming out at you.

Could just be spilt vermiculite from the fireplace, only way to tell is too remove a sample.
