Do I need building regs/FENSA for additional door?

I've tried researching this, but I'm struggling to understand what bits of regs are relevant to this particular case.

Our house has an open vestibule in front of the main front door (see pic of similar property). I want to put a UPVC door in the opening to make more of a porch from it. The door will be less than 50% glazed. Since we're not touching the original front door and therefore not affecting existing thermal or security properties (in fact, only improving), nor will any structural work be required, does this require FENSA/building control sign off?

You just need a reputable FENSA registered company install the door with the correct glazing (toughened glass).

I'll definitely make sure its toughened glass when I order the door. I was planning to DIY the install if I didn't need any sort of sign off. If I did, I was going to get quotes from FENSA installers to save myself the hassle. Looking at https://www.planningportal.co.uk/permission/common-projects/porches/building-regulations it doesn't seem like any building regs sign off is required though;
Building a porch at ground level and under 30 square metres in floor area is normally exempt from the need for building regulations approval.

This is provided that glazing and any fixed electrical installations comply with the appropriate sections of building regulations.
For a porch to be exempt from building regulations approval:
  • the front entrance door between the existing house and the new porch must remain in place
But this isn't a whole new porch - just converting a vestibule by putting a door on it, so I'm not sure if the rules are the same.
 
Fensa registration or building regs sign off isn't required for fitting new windows or doors where the didn't previously exist, they are required for replacements of existing though, it's a strange quirk.
 
We fitted a new front door, took the view that the world police would not be interested...at the end of the day there are rules and then there is enforcement... building control lacks enforcement. If it was me I would just crack on, you will probably do a better job as you are invested in it.
