Do I need to repair the plaster first?

I'm hoping this question isn't dumb, I just want to stick tiles back on the wall after water damage caused plaster to crumble over time.

The question is, do I need to repair the plaster first or can I just use extra tile adhesive to stick the tiles back on?
I have already roughly sanded and brushed out the loose plaster.

basically remove anything that looks or sounds hollow . and go from there.
but yes you can tile over the cement that will be left.
