Do these turn off?

Hi all, ... please see photo. My towel radiator has 2 of these ‘valves’. They each have one screw-in pin. The fitting does not appear to turn with or without the pin screwed in. The question is: are these actual ‘valves’ and should I be able to stop the flow of hot water to the rad using these?

yes they are valves, what pin are you talking about ? you turn the head to close the valve
 
Not seen that pin on a rad valve before but it looks like its just there to provide "grip" as you turn the valve. Usually only see these types of handles on thermostatic showers.

Turn it clockwise to shut off heating
 
Thank you both. The pin is the nubbin sticking up from the knob and screws in / out. I guess they are valves then but they refuse to turn. I didn’t want to force them. I’ll just accept them as they are.
