Do you know what this is on my walls?

I've been stripping wallpaper from my walls. You can see a mark where a dado rail was and above this there are patches of grey stuff that i assumed was paint but its a odd colour. I was hoping someone would know what it is and the best way to remove it. I started to sand it but its slow going and without knowing what it is it isn't the best idea to get the dust in the air.

Is it an old house? If so it could be distemper. Try soaking it with water and see if it softens, if so you'll be able to scrape it off with your wallpaper scraper.

Yes its Edwardian and yes I think you are right its distemper. I've scoured it and its coming off. Thank you!
