Yep, you should be able to stick your hand into the top of the cavity from the loft. While jamming your head into a load of manky cobwebs.
It looks like ex-council. Have a look around the neighbourhood, you'll probably see where the council or housing association have over-clad the ones that they still own. It's the best way, as I doubt you really want to lose internal space by insulating the insides of all the walls.
