Does a gas boiler regulate its gas consumption like a gas hob?

In a very modern boiler, If the return to the boiler is above the required thermostat setting (HW or CH), would it make sense for the boiler to dial down its gas flames?
 
This is exactly what happens in a modern boiler (it is called modulation). If it does not do it there is something wrong.
 
On paper and in practice yes, but it needs to be setup properly for this ie boiler controls like thermostats.
 
Gas hobs dont regulate as you call it, if you mean when you turn the knob down and the flame reduces, then no the boiler doesnt do thet, the burn rate on the boiler is controlled by the pcb and is regulated by temperature sensors within the boiler
 
When I turn on my tap my boiler sounds like a jet engine..then slowly it goes quieter..

The boiler will adjust depending on water load.
 
Yes that is what I meant, a human regulates the intensity of the gas hob ring by turning a button, does the boiler also regulate its burner's intensity ? The answer seems to be yes. I will consider this if I decide to install a boiler rather than a heat pump.

Heat pumps modulate compressor speed, and therefore output, too.

Most modern heat pumps with inverter drives (Vaillant, LG, Mitsubishi etc) do this typically over a range of 2:1. Boilers will typically turn down by a ratio of 5:1 or more. This is not as significant as it might sound because boilers are often over-sized to meet the hot water demand not the heating.
