Does alkathene need to be sleeved when under concrete?

Does the pipe need to be sleeved?

Its a good idea to sleeve it- means any thermal expansion/contraction of the pipe is free to happen, plus makes pulling a replacement bit through (if you ever needed to) much less disruptive. Chemically don't think its a problem.
 
The sleeve adds a layer of mechanical protection to prevent ( reduce the risk of ) the pipe being punctured by sharp stones
