Does insulation alone warm a space up?

I'm looking to use my garage as a gym. If I seal off any drafts and insulate will it actually make the garage warmer than the outside, or do you need a heat source in the space for insulation to be worthwhile?
 
No, all that insulation does is slow the transfer of heat from one place to another.

If a room is heated to 20 degrees and the outside is 5 degrees, the insulation will reduce the rate at which heat is being lost.

If the room is at 5 degrees and the outside is at 5 degrees, insulation will not achieve anything.

Any heat generated inside the garage by heaters, lights, body heat etc., will be retained longer if it's insulated.
