Yes the steel would be galv C section screwed through the PVC into the steel probably every 600, if you put your weight on it though it will still flex, you'd need 1/4" thick square box inside to get rid of flex. Heavy duty couplers would help (see Ian's thread) but you don't have the room to double up on the frame and use couplers
