Door linings

Hi guys. Wanting to put up a new door frame as my existing one is in a state. I have come across a door lining from a builders merchants and the specs read 32mm x 115mm and then says nominal size is 27mm x 108mm. Can someone explain this?
 
Those are the sizes before and after the timber is planed down. Typically the final (read: lower) figure is the finished product.

However the "nominal" size is the normally the "rough" size rather than the finished size. Assume that it will be 27*108mm.
