Dorma Bungalow - Part Loft Conversion

Hi all.
I'll try and ask as simply and as short as possible.

a: One side of my dorma roof, maybe a quarter of it.
b: insert a skylight
c: insulate, stud and plasterboards the walls etc
d: create a very small room, not knocking any walls down or anything. Just creating one stud wall inside the loft.
e: I'm not extending or creating any extra space, (so its not an extension) just making a room out of part of the loft so using space that is already there.

In super simple terms i'm shoving a box with a skylight into the loft.

Does this need planning permission for any of this?
