We have had our bungalow converted and the floor that has air circulating from the soffits.
The builder says this is because it needs air circulation to stop condensation.

Is this correct as this is sucking heat out of both upper and lower rooms in the current windy conditions?
 
I’d say that’s wrong, you want air circulating above the room between the roof felt and insulation. You would not notice that inside the room.
